    为提升造船企业采购成本控制能力,针对船舶物资采购类别、数量、来源等多样化的特点,本文从采购的全生命周期角度出发,构建了船舶物资采购风险因素指标体系,其种主要包括5个一级指标和12个二级指标组成。通过采用层次分析法(Analytic Hierarchy Process,AHP)对各风险指标进行构权,并利用模糊综合评价法对新态势下影响采购成本的风险要素进行分析,实现对船舶物资采购风险值的度量。实证分析结果表明,船舶物资采购风险主要集中于大宗金属物资价格、汇率、产业集中度、自主可控程度、采购模式、订货批量和品种多样化程度六个方面。据此对企业和政府提出了相关政策建议,对规避与减少船舶企业采购成本控制风险,提高造船企业效益与竞争力具有现实意义。

    Abstract:

    According to the diversity characteristics of ship material procurement category, quantity and source, this research constructs a risk factor index system for ship material procurement from the perspective of the whole life cycle of procurement, which mainly consists of 5 first-class indexes and 12 second-class indexes. Using the Analytic Hierarchy Process method to construct the weight of each risk index and using the fuzzy comprehensive evaluation method to analyze the risk factors that affect the procurement cost under the new situation, the risk value of ship material procurement can be measured. The empirical analysis results show that the risks of ship material procurement mainly focus on six aspects: the price of bulk metal materials, exchange rate, industrial concentration, degree of self-control, procurement mode, order batch and variety diversification. Accordingly, the research puts forward relevant policy suggestions for enterprises and the government, which is of practical significance to avoid or reduce the procurement cost control risk of shipbuilding enterprises and improve the benefits of shipbuilding enterprises.
